What is a chain of responsibility audit?

Chain of Responsibility (CoR) Audits also provide you with the opportunity to examine and improve your business practices, and meet – and exceed – your CoR obligations.

Undertaking a CoR Audit is a positive, proactive approach that will give you a better understanding of your CoR obligations, and ensure that your risk management and safety management policies are rigorous, robust and protect both you and your employees from non-compliance – which can attract fines, prosecution and loss of licence for both businesses and individuals.

Why should I undertake a CoR audit?

Heavy Vehicle Transport is one of the most dangerous occupations and industries in Australia. As an employer, your CoR obligations – outlined in the updated CoR laws – require you to ensure the safety of your staff and others in the road transport supply chain industry by taking all reasonable steps required by the CoR laws.

Under the CoR, every individual in the transport supply chain shares responsibility for the accountability and safety of heavy vehicle drivers, and in ensuring safe practices are upheld on and off the road.

Compliance with the updated CoR laws means you’ll be able to operate a safe and financially viable business, protect the workplace health and safety of your employees, and avoid attracting penalties for breaching NVHL laws.

A CoR Audit also means that you’ll be able to articulate more clearly to your staff what their individual obligations in the transport supply chain are, and how they can proactively work to minimise risk, as well as identify gaps in your business practices that may leave you open to non-compliance.

What will the CoR audit involve?

JMH Training’s experienced auditors will come to your business and review your policies, procedures and work practices against a list of audit questions that are designed to assess your level of compliance with CoR and WHS legislation.

JMH Training will conduct a comprehensive gap analysis to identify which areas of your business do not comply (partially or fully) with the CoR laws, and develop a detailed report that includes recommendations for improvements and any areas of non-compliance that require urgent corrective actions.

What do I need to do?

To prepare for the CoR Audit, you should gather business documentation and evidence that you are complying with NVHL and CoR law.

These may include:

  • Safety Management System Policies and Procedures
  • Risk control strategies or systems for fatigue management, speed, overloading and load restraints
  • Vehicle licencing/insurance information
  • Vehicle maintenance logs
  • Driver licencing and authorisation documents
  • Other records, data and reporting.

What happens after the
CoR audit?

At the end of the CoR Audit, we will let you know the outcome of the audit process, and provide a detailed report of our findings.

If we’ve identified any instances of non-compliance during the audit, we will provide you with recommendations as to what action you need to take to comply in the future.

We can also provide ongoing support and advice in developing a plan for your business to improve CoR compliance, or assist with focussed single process risk assessments to further improve areas of your CoR.
